Whilst the principle of participation
has been an underpinning theme of youth work for many generations, there is
now increasing acceptance within wider society of the need to work in partnership
with young people rather than making assumptions, about their needs. Furthermore,
all public authorities in Northern Ireland are now required, under Section 75
of the Northern Ireland Act 1998, to consult with young people when assessing
the impact of relevant policies.
Seen and Heard is a practical guide which aims to assist agencies in planning for young people's involvement in a strategic manner, and in a way in which organisation and cultural change can be managed.

| q | Section Two provides guidance on the initial steps of developing a youth involvement strategy, and includes an organisational audit, an outline of existing structures, and an indication of common barriers to youth involvement. |

Seen and Heard was published in early 2001, and copies were circulated to all public authorities in Northern Ireland.
